Homelessness Prevention & Rapid Re-Housing Program

The City of Youngstown Community Development Agency will receive approximately $1.6 million for the Homeless Prevention and Rapid Re-Housing Program (HPRP).  The HPRP will provide temporary assistance services to individuals and families who are homeless or would be homeless but for this assistance.  The City of Youngstown has asked the Mahoning County Homeless Continuum of Care to develop a plan for the expenditure of the HPRP money.  The strategic planning meeting on March 25, 2009 laid the ground work for this plan.

Members of the Mahoning County Homeless Continuum of Care are now invited to send a one page description of your interest in participating in the city plan.  The one page description with a brief budget shall be sent to Erin Bishop, Coordinator of the Mahoning County Homeless Continuum of Care by Wednesday April 8, 2009 no later than 9:00 AM.   Requests should be emailed to This e-mail address is being protected from spambots. There are two target populations for the HPRP:

  • 1. Individuals and families who are currently in housing but are at risk of becoming homeless and need temporary rent or utility assistance to prevent them from becoming homeless.
  • 2. Individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it.

 

MORTGAGE COSTS ARE NOT ELIGIBLE UNDER THIS PROGRAM.

In order to partner with the City of Youngstown CDA to provide HPRP assistance, the agency must be a 501 (c) (3) non-profit and must currently offer one or more of the following eligible activities:

  • I. Financial Assistance
  • a. Short-term rental assistance
  • b. Medium-term rental assistance
  • c. Security deposits
  • d. Utility Payments
  • e. Motel/Hotel Vouchers
  • II. Housing Relocation & Stabilization Services
  • a. Case management
  • b. Information and Referral Center
  • c. Outreach and Engagement
  • d. Housing Search
  • e. Legal Aid
  • f. Mediation (i.e. landlord/tenant disputes)

Agencies must be current members of the Mahoning County Homeless Continuum of Care and is currently or will participate in the Homeless Management Information System (HMIS).

One page description should include:

  1. Brief summary explaining the eligible activities the agency currently provides.
  2. Brief overview of what they plan to do with the HPRP funds. 
  3. Brief statement that describes their participation in the Mahoning County Homeless Continuum of Care and the HMIS.
